So I take back everything I said about these powders not bring pigmented enough. Once I actually applied it to my face, it was AMAZING. Not sure why it was so difficult to get the color pay off on my arm. With that being said, I did have to use a tapered highlighting brush (I used the Luxie 522, but the Real Techniques Contour Brush will work)  and put a pretty generous amount of highlighter on the brush. I also applied it directly to my foundation, because I’ve noticed my face is too dry to set with powders. You probably won’t get the same results after powdered, but it shouldn’t be a huge difference.
